This is Captain Rick Duncan addressing City Council at City Hall Tuesday, February 24, 2009 to ask that they NOT fund Keep Colorado Springs Beautiful homeless camp raids that have swept up homeless Veterans, taken their belongings, clothes and sleeping bags.
