Patients suffering from chronic pain, loss of appetite and other ailments that marijuana is said to alleviate can get their pot with a dose of convenience at the Herbal Nutrition Center, where a large machine will dole out the drug around the clock.
"Convenient access, lower prices, safety, anonymity," inventor and owner Vincent Mehdizadeh said, extolling the benefits of the machine.
But federal drug agents say the invention may need unplugging.
"Somebody owns (it), it's on a property and somebody fills it," said DEA Special Agent Jose Martinez. "Once we find out where it's at, we'll look into it and see if they're violating laws."
At least three dispensaries in the city, including two belonging to Mehdizadeh, have installed vending machines to distribute the drug to people who carry cards authorizing marijuana use.
Mehdizadeh said he spent seven months to develop and patent the black, armored box, which he calls the "PVM," or prescription vending machine.
A sliding fence protects the tinted windows of his dispensary, barely distinguishing it from a busy thoroughfare of strip malls, automobile dealers and furniture shops. A box resembling a large refrigerator stands inside the nearly empty shop, near a few shelves stocked with vitamins and herbs.
A guard in a black T-shirt emblazoned with the word "Security" on the front stands at the door. A poster of Bob Marley decorates a back room.
The computerized machine requires fingerprint identification and a prepaid card with a magnetic stripe. Once the card and fingerprint are verified, a bright green envelope with the pot drops down a slot.
Mehdizadeh says any user approved for medical marijuana and registered in a computer database at his dispensaries can pre-purchase the drug and then use the machine to pick up.
The process provides convenience and privacy for users who may otherwise feel uncomfortable about buying marijuana, Mehdizadeh said.
At the Timothy Leary Medical Dispensary in the San Fernando Valley, the vending machine is accessible only during business hours. An employee there said the machine was introduced about five months ago, and provides speedy service.
"It helps a lot of patients who are in a lot of pain and don't want to wait around to get help," Robert Schwartz said. "It's been working out great."
Mehdizadeh said he sought the advice of doctors, and decided to limit the amount of marijuana per user to an ounce per week. Each purchase from the machine yields 1/8th or 2/8th of an ounce. By eliminating a vendor behind the counter, he said, the machine offers users lower drug prices. The 1/8th ounce packet would cost about $40 - $20 lower than the average price at other dispensaries.
A spokesman for a marijuana advocacy group said the machine also benefits dispensary owners.
"It limits the number of workers in the store in the event of a raid, and it'll make it harder for theft," said Nathan Sands, of The Compassionate Coalition.
Marijuana use is illegal under federal law, which does not recognize the medical marijuana laws in California and 11 other states.
The Drug Enforcement Agency and other federal agencies have been actively shutting down major medical marijuana dispensaries throughout the state over the last two years and charging their operators with felony distribution charges.
Mehdizadeh said the Herbal Nutrition Center was the target of a federal raid in December. He said no arrests were made and no charges have been filed against him.
Kris Hermes, a spokesman for advocacy group Americans for Safe Access, said the machine might benefit those who already know how much and what strain of marijuana they're looking for. But he said others will want to see and smell the drug before they buy it.
A man who said he has been authorized to use medical marijuana as part of his anger management therapy said the vending machine's security measures would at least protect against illicit use of the drug.
"You have kids that want to get high and that's not what marijuana is for," Robert Miko said. "It's to medicate." (Less)

Approximately 60 percent of the kids who use drugs use only marijuana. Of the 14.6 million (More) Anti-Marijuana PSA Educational Video. Marijuana is the most widely used illicit drug used by teens today. Approximately 60 percent of the kids who use drugs use only marijuana. Of the 14.6 million marijuana users in 2002, approximately 4.8 million used it on 20 or more days in any given month (Kids and Marijuana). The marijuana that is available to teens today is much stronger than the marijuana that was available in the 1960's. Sometimes it is also laced with other, more potent drugs. Marijuana is physically addictive. Each year, 100,000 teens are treated for marijuana dependence. Teens who smoke marijuana heavily experience much the same symptoms of withdrawal as users of nicotine. The University of Michigan's Monitoring the Future study, which assesses drug and alcohol use among American youth, reported substantial increases among eighth, tenth, and twelfth graders from 1992 to 1997. These statistics show a disturbing national trend in the increase of marijuana use by teenagers (Facts about Marijuana Use). Between 1991 and 2001, the percentage of eighth graders who used marijuana doubled from one in ten to one in five. Kids are using marijuana at an earlier age. Research indicates that the earlier teens start using marijuana, the more likely they are to become dependent on this or other drugs later in life. Of teens admitted for treatment for marijuana dependence, 56 percent had first used the drug by fourteen years of age, and 26 percent had begun by twelve years of age (Kids and Marijuana). According to the 1998 National Household Survey on Drug Abuse (NHSDA), marijuana was the most frequently used drug of choice by teens. The NHSDA also reported that teens using marijuana on twelve or more days during the past year, 58 percent of them had one problem that they related to their marijuana use, 41 percent had two problems, and 28 percent had at least three problems that they related to their marijuana use. From age 12 to age 13, the proportion of teens who say they could buy marijuana if they wanted to more than triples, from 14 to 50 percent. Also the percentage of teens who say that they know a student at their school who sells drugs almost triples, from eight percent to 22 percent (Psych Central). There are many reasons why some teens start smoking marijuana. Many kids start using because their older siblings or friends are consuming it in front of them. Often peer pressure plays a major role. Teens think it's cool to use marijuana; they see their favorite movie stars smoking it in movies and their favorite bands sing songs about it. The problem becomes more severe when teens start relying on marijuana and think that they need it to escape from problems at school, home life, or with friends. Some of the signs teenagers exhibit when using marijuana are: dizziness and trouble walking, red bloodshot eyes, trouble remembering things that just happened, and they often appear silly and giggly for no apparent reason. The way marijuana affects each teen depends on several factors including: How strong the marijuana is; what the user expects to happen; whether the user is drinking alcohol or using other drugs; the user's previous marijuana consumption; where the drug is used. Some teens feel no effects from marijuana the first few times they smoke it. Others may feel relaxed and somewhat giddy. Quite often marijuana makes the teen feel very hungry and thirsty. Others can sometimes experience bad effects from marijuana. They may become highly paranoid or have feelings of anxiety or dizziness (N.I.D.A.). Regular marijuana users often develop breathing problems, such as chronic coughing and wheezing. Marijuana contains the same cancer causing chemicals as tobacco. The amount of tar inhaled by marijuana smokers and the level of carbon monoxide absorbed by those who smoke marijuana are three to five times greater than among tobacco smokers. The active ingredient in marijuana is THC (tetrahydrocannabinal). The behaviors exhibited by introducing THC to the brain are similar to those demonstrated by alcohol consumption. Marijuana can induce several emotional responses such as relaxation, introspection, feeling "in tune" with the world, and irrationality. The teen drug abuser attempts to reconcile his basic urges with the demands of reality through the use of marijuana and other drugs. This behavior is directed toward the pursuit of pleasure and reduction of pain. If and when the teen seeks treatment, they are often underdeveloped emotionally, academically, and vocationally (Alcoholism and Substance Abuse, pg. 350). The use of marijuana by teens can affect school, sports, and other activities; marijuana also affects memory, judgment, and perception. Teens who smoke marijuana on a regular basis start to lose interest in their appearance and how they are doing in school, at work, and at home. Public domain video. (Less)

Not necessarily! Drugs + Crime = Consequences, no matter how you add it up. And those consequences can last a lifetime, especially when you are involved in a crime associated with illegal drugs. This 12-minute-long scenario-driven awareness video drives home the message about how some kids have to find out the hard way that no matter when it happens, sometimes It Never Goes Away! This award-winning video is uniquely produced in a format in which kids talk about their crimes and consequences they pay. This video a production of the Multijurisdictional Counterdrug Task Force Training Program, the Florida National Guard, St. Petersburg College, and the Pinellas-Pasco, Florida Counties State Attorney's Office. "Not Free" - Did you know that taking a pocket knife to school, holding a friend's prescription medication or grabbing a teacher by the arm could put you in juvenile detention for more than a year? Have you ever seen the clothes they have to wear in jail? The places they have to sleep? The food they have to eat? This 10-minute award-winning video presentation will explore the seemingly innocent things that you could do to end up: "Not Free." It is a production produced in partnership with St. Petersburg College and the Pinellas-Pasco, Florida Counties State Attorney's Office. "Hard Knocks High" - You've heard the saying, "I learned everything I know in The School of Hard Knocks!" But the self-proclaimed "Toughest Sheriff in America," Joe Arpaio of Maricopa County, Arizona has taken that saying and turned it into one of the first high schools behind the bars of a maximum security jail in America. In the state of Arizona, juveniles who commit adult crimes can be charged, tried and incarcerated as an adult criminal offender would be. "If you are going to commit rape, robbery, murder—that type of crime—as a juvenile, they you should be tried as an adult," says Sheriff Joe, who supported Proposition 102 that became Arizona law in 1997. It makes it mandatory for juvenile offenders 15 and older accused of violent crimes such as murder, rape, armed robbery and drive-by shootings to be tried as adults. Prosecutors, not judges, now have discretion to transfer such offenders to adult court. Minors with two prior juvenile felony convictions automatically are sent to adult court, even if all the felonies are non-violent. Find out why, then, when it comes to juvenile offenders, Sheriff Joe believes so strongly in his Four "Rs" -- Reading, Writing, Arithmetic and Rehabilitation. At his maximum security Madison Street Jail in downtown Phoenix, many juvenile offenders who are tried, convicted and sentenced as an adult, are serving their time while earning a high school diploma or a GED, in addition to learning skills that will help them transition back into the real world. Sheriff Joe's hope is that when these kids are turned back to society, that the education and rehabilitation they received at "Hard Knocks High" will help them turn their backs to a life of crime once and for all. During this video production, You will meet the principal of "Hard Knocks High" and a 17-year-old inmate/student and former gang member who talks openly about why he joined a gang and what gang life ultimately offered him. He will also tell you what it is like to work on Sheriff Joe's controversial "Chain Gang" -- and hear Sheriff Joe's philosophy about putting juveniles on the chain gang. Public domain video. (Less)

Some simply take place in suburbia in the homes of youth whose parents are out of town. The rave trend started in Europe in the eighties and became prevalent in most metropolitan areas of the U.S. by the early nineties. Raves are often advertised to attendees as alcohol-free events to detract attention and curiosity from law enforcement and to appease parents. Thumping electronic music and stimulating visual effects usually are components of a rave. Party attendees or "ravers" take club drugs such as MDMA (ecstasy), GHB, ketamine, Rohypnol, LSD and nitrous oxide to enhance their overall experience. Rave promoters advertise famous DJs and PLUR, the ravers' mantra, which stands for peace, love, unity and respect. Contrary to this mantra, these overly crowded, unsupervised dance parties have often ended in the accidental death of an experimental teen who was merely going with the crowd. Drug dealers will sell ecstasy tablets to young and naive ravers, wait for the drugs to take effect and then take back the remaining drugs along with whatever money the victim has on them. Whether a rave takes place at a friend's home, an abandoned warehouse or a nightclub with security, overdose, rape, robbery and death are all potential outcomes. Join these amazing kids who have taken the initiative to speak up about club drugs and raves to help others avoid falling prey to the drug culture. Learn how to identify current trends associated with the commonly abused drugs today. After watching this broadcast, you will understand the dangers that teens are susceptible to everyday. Sponsors: This pre-recorded satellite telecast is sponsored by the Multijurisdictional Counterdrug Task Force Training (MCTFT) with the technical support of the Satellite Education Network (SEN) at Ft. Lee, VA. Target Audience Statement: Primary target audiences for this program will include law enforcement officials, drug prevention specialists, Drug-Free Communities Act grantees, Safe and Drug-Free Schools coordinators, educators, administrators, counselors, treatment providers, drug court members, policy makers, business leaders, coalition volunteers, drug demand reduction coordinators, concerned parents, criminal justice professionals, youth coalition members, members of the religious community and other community partners who may be interested. This program is also suitable for Public Access television distribution. Program Objectives: Analyze how drug use and violence are associated with today's culture at "alcohol-free" raves. Identify common designer drugs and their effects. Identify common drug paraphernalia and drug enhancers. Identify current trends in today's drug culture. Discover the myths associated with "safe use" of drugs and pill testing. Public domain video. (Less)

This seven-minute video, developed by the ONDCP National (More) Marijuana Basics For Teens: Anti-Marijuana Educational Video; from the public domain video, "Debunking the Myths About Marijuana". This seven-minute video, developed by the ONDCP National Youth Anti-Drug Media Campaign, was designed to educate communities about the harms of teen marijuana use. It highlights the latest research about the drug, features commentary by leading experts about the effects of marijuana on youth, and encourages communities to work together to address teen marijuana use. It also includes television ads for youth on the negative consequences of marijuana use, for parents on the importance of monitoring their kids, and for the general audience on the importance of community coalitions. Marijuana abuse is associated with many detrimental health effects. These effects can include frequent respiratory infections, impaired memory and learning, increased heart rate, anxiety, panic attacks and tolerance. Marijuana meets the criteria for an addictive drug and animal studies suggest marijuana causes physical dependence and some people report withdrawal symptoms. Someone who smokes marijuana regularly may have many of the same respiratory problems that tobacco smokers do, such as daily cough and phlegm production, more frequent acute chest illnesses, a heightened risk of lung infections, and a greater tendency toward obstructed airways. Cancer of the respiratory tract and lungs may also be promoted by marijuana smoke. Marijuana has the potential to promote cancer of the lungs and other parts of the respiratory tract because marijuana smoke contains 50 percent to 70 percent more carcinogenic hydrocarbons than does tobacco smoke. Marijuana's damage to short-term memory seems to occur because THC alters the way in which information is processed by the hippocampus, a brain area responsible for memory formation. In one study, researchers compared marijuana smoking and nonsmoking 12th-graders' scores on standardized tests of verbal and mathematical skills. Although all of the students had scored equally well in 4th grade, those who were heavy marijuana smokers, i.e., those who used marijuana seven or more times per week, scored significantly lower in 12th grade than nonsmokers. Another study of 129 college students found that among heavy users of marijuana critical skills related to attention, memory, and learning were significantly impaired, even after they had not used the drug for at least 24 hours. (Less)

The video shows two children being taught to smoke marijuana and the men encouraging them to "get high," police said. A man can be seen placing a marijuana cigarette into a baby's mouth and, in another part of the video, a different boy is shown smoking on his own.
"The video contains disturbing images of the young children being badgered into smoking a marijuana cigar, commonly referred to as a 'blunt,"' according to a release from the Watauga Department of Public Safety. The bail for Demetris McCoy, 17, was set at $150,000. He remained in jail Friday night, police said.
Police found the video Feb. 22 while investigating McCoy and Vanswan Polty, 18, in connection with some area burglaries. Polty faces burglary charges and is free on $22,000 bail, according to court records.
The children have been in the custody of Child Protective Services since last week, a spokeswoman said. (Less)
