De todos ellos se hablara mas adelante. Celestino aprendió varios cursos de caligrafía, cuando se escribía con plumín y tintero; sabía hacer varias clases de letras (románica, gótica y muchas más). Había estudiado en la escuela municipal de Bilbao. Pero en el 36 (1936) estalló la guerra y en el 37 las tropas fascistas ocuparon Euzkal Herria. Sus historias están íntimamente entremezcladas, lo público y lo privado, de tal modo que los fantasmas seguirían con nosotros por muchos años más. Bien. El interes que esto pueda tener no se limita a los amantes de la caligrafia en castellano: se crece con cierto amor por la belleza, que se transmite a los hijos (a veces). A Oscar y a mi nos encanta dibujar. La necesidad de expresarse de mi padre, sin embargo, no se como se habia canalizado, porque les toco vivir tiempos crueles (autoritarios seria poco decir), que dieron como fruto las decadas de la guerra fria. La huida a Argentina debio de haber sido como un soplo de aire fresco, de buenos aires en muchos sentidos de las palabras. Alli conocieron la diversidad cultural y racial, por primera vez en sus vidas: italianos, turcos, vascos, gallegos, catalanes, armenios, alemanes, judios y otros tantisimos grupos etnicos, perseguidos generalmente, y que habian radicado en Suramerica en los cuarenta. Los paises de procedencia de los emigrantes evolucionaron de diferentes maneras. En Espana, se establecieron las bases de EEUU a cambio de financiaciones e inversiones al estilo del plan Marshall --periodo bien reflejado en la pelicula "Bienvenido, mister Marshall". Crecio la industria del turismo y con ella la inmobiliaria y de la construccion. La gente prosperaba, sobre todo si no sobraban los escrupulos o principios "socialistas". En esas varias decadas se creo una economia a la larga insostenible, con unos efectos desastrosos para el medio ambiente: empezo la ruina de los acuiferos y aguas subterraneas, la deforestacion creada por la urbanizacion sin ninguna nocion ecologica. Recuerdo haber traducido al ingles las primeras normas contra la contaminacion atmosferica implantadas en Espana: en la decada de 1980, cuando aun existia la moneda nacional "peseta", se imponian multas de 10.000 a 50,000 pesetas a las fabricas que contaminasen rios, una cantidad tan ridicula (incluso entonces) que ahora hace que nos sonrojemos. No había conciencia ecológica aplicada, aunque desde los 60 y 70 resonaban por Occidente las advertencias sobre la amenaza de la explosión demográfica, y sobre la contaminación atmosférica. Recuerdo cómo se enternecía la voz de mi padre al hablar de la tía Felipa. Ahora sabemos que los niños y adolescentes que participan en una guerra llevan por siempre heridas espirituales que tal vez nunca cicatricen. Lo dice bien Robert D. Wilson, editor de SimplyHaiku y autor de Vietnam Ruminations y bellísimos haikus sobre la guerra de Vietnam, que vivió como soldado. Más aún te afectará lo vivido si eres sensible por naturaleza, dado a la contemplación, como Celestino, que años después en Buenos Aires acudía al monasterio de los Benedictinos sólo por escuchar el canto gregoriano de los monjes y conversar con otro vasco, el padre Benito. El padre Benito era un gran fotógrafo: nos quedan varias fotografías tomadas por él, en blanco y negro y color de aquella época feliz (primera mitad de los 1960). No hablaban euzkera, claro, porque a mi padre (como a tantos de su generación) se les prohibía hablar en el idioma materno fuera de su casa (no podían hacerlo en el colegio, por ejemplo). Según cuenta el hermano de Celestino, Fructuoso, en casa tampoco podían hablar en vasco, por lo que los padres nunca discutían, ya que la madre (Eleuteria) no se expresaba con soltura en castellano --lengua materna del padre, el burgalés Lucio. Personas Extraordinarias Tal vez la óptica, la perspectiva infantil sería la más adecuada para percibir lo extraordinario que late en las personas más corrientes en apariencia. Algunas que estimularon mi niñez en Buenos Aires: Fanny B. de González y su marido Carlos González; Leonor Labrada, maestra; y Julieta Gómez Paz, escritora. Fanny B. de González fue mi profesora de piano durante al menos dos largos años: íbamos a su casa a recibir lecciones. Y digo íbamos porque tenía muchos alumnos y porque mi compañera de colegio, María de los Ángeles Lorenzo, de padres gallegos, también tomaba clases con Fanny. Esto pasó cuando la familia ya se había mudado al piso de Soldado de la Independencia, en Palermo. Extrañamente, adentrarse en el barrio y la casa de Fanny no se relacionan con las calles donde yo vivía y jugaba. Pero no servirá de mucho disponer de un mapa o callejero actuales. Recuerdo que había un hipódromo por la vecindad, porque solía rehuir a las muchedumbres ("los burreros") que iban o venían de las carreras, donde muchos apostaban todo el jornal. La primera parada de seguridad, rumbo a las clases de piano, fue la casa de María de los Ángeles, una niña delgada y menuda, de piel muy blanca y larga cabellera castaña. Su madre, Ángela, la peinaba a veces con un par de trenzas largas, estiradísimas, terminadas en lazos de raso. Juegos interminables, en la calle, frente a la casa, en espacios sin coches, las veredas con árboles: saltar a la comba y muchos otros más, cuyos nombres argentinos no recuerdo. A veces, María de los Ángeles llevaba el pelo suelto, apartado de la cara con una vincha. Nuestras madres dejaron de hablarse más adelante, por una cuestión de cubertería, y no sé qué habrá sido de la niña antigua, paciente y recargada, como hija única, de amor y obligación hacia sus padres emigrantes. Pero la casa de Fanny era mucho más alegre, tan grande que ocupaba casi media cuadra, con una planta inferior, patio interior, escaleras a un segundo piso o ático misteriosos, y más arriba aún, a una terraza donde el sol resbalaba por las plantas y palomas. La había construido Carlos González, albañil que debió de tener muy sólidos conocimientos de constructor, y poeta. Publicaba una hoja de poesía: "Gorrión de Barrio" que él mismo distribuía. Además, era comunista y ateo. Estas cosas las fui sabiendo a través de mi madre, con quien se sinceraba Fanny, miembro de los Rosacruces, y que se iba distanciando cada vez más, con gran pesar, de su marido. Ya no podían amarse. Mientras las tensiones crecían en ese matrimonio, íbamos a las clases de solfeo, y a tocar en uno de los pianos que había en el salón de abajo. Fanny y Carlos tenían dos hijos adolescentes, ambos buenos pianistas. Así que la casa a pesar de todo irradiaba música y musicalidad. Con Fanny conservamos la amistad por correspondencia, hasta muchos años después de habernos ido de la Argentina. Nos escribía cartas de varias hojas, con su caligrafía llena de redondeces, como ella misma. ¿Qué pasaba entonces en Argentina, en torno a 1965? ¿Por qué, si ya no podían amarse, debieron Carlos y Fanny seguir unidos bajo el mismo techo? Según un artículo de la enciclopedia "Wikipedia": "En Argentina, la igualdad política de hombres y mujeres, se complementó con la igualdad jurídica de los cónyuges y la patria potestad compartida que garantizó el artículo 37 (II.1) de la Constitución de 1949. El texto fue directamente escrito por Eva Perón. En 1955 la Constitución fue derogada, y con ella la garantía de igualdad jurídica entre el hombre y la mujer en el matrimonio y frente a la patria potestad, reapareciendo la prioridad del hombre sobre la mujer. La reforma constitucional de 1957 tampoco reincorporó esta garantía constitucional, y la mujer argentina permaneció discriminada legalmente hasta que se sancionó la ley de patria potestad compartida en 1985, durante el gobierno de Raúl Alfonsín." ¿Por qué Carlos González se apasionaba tanto por la política y la solidaridad social? En 1955, la Constitución había sido derogada. "Un golpe militar había derrocado el segundo gobierno de Juan Domingo Perón, reelecto en las elecciones del 11 de noviembre de 1951 para el período 1952 - 1958, que no alcanzó a completar debido al golpe militar que lo derrocó el 16 de septiembre de 1955." La represión fue brutal: "El 16 de junio de 1955 los Comandos Civiles, integrados por conservadores, radicales, y socialistas, junto con la Marina de Guerra y sectores de la Iglesia Católica intentaron un golpe de Estado que incluyó el Bombardeo de la Plaza de Mayo y el centro de de la ciudad de Buenos Aires con un saldo de más de 364 muertos y centenares de heridos. Luego de los ataques, Perón pidió calma a la población. Pero sus seguidores, en respuesta a los ataques, incendiaron varias iglesias en el centro de la capital. En ese contexto en Rosario desapareció el médico Juan Ingalinella, dirigente del Partido Comunista Argentino (PCA) que, como poco después se descubrió, había sido detenido clandestinamente por la policía provincial y torturado hasta causarle la muerte; su cuerpo nunca fue hallado". Fueron acumulándose así, seguramente, suficientes motivos para provocar una separación ideológica a gran escala (ella, cristiana "Rosacruz", y él, comunista). "De 1955 a 1963 se suceden cinco Presidentes de los cuales uno sólo fue electo en comicios democráticos, Arturo Frondizi quien gobernó desde el 1 de mayo de 1958 hasta el 29 de marzo de 1962, fecha en que fue depuesto por una asonada militar. El Presidente del Senado, José María Guido, asume en forma interina la Presidencia de la Nación y se inicia un proceso de normalización institucional que culminaría en las elecciones del 7 de julio de 1963. Esas elecciones, que consagrarían a Arturo Umberto Illia, mostraban de todas maneras la fuerte presencia del poder militar." "Arturo Illia asumió el 12 de octubre de 1963. Su primer acto de gobierno consistió en eliminar las restricciones que pesaban sobre el peronismo. Desde la Revolución Libertadora las manifestaciones de ese partido estaban prohibidas por el Decreto 4161/56, sin embargo cinco días luego de que Illia asumiera el gobierno se realizó un acto conmemorativo por el 17 de octubre en Plaza Miserere sin limitación alguna. De la misma manera se levantaron las restricciones electorales, habilitando la participación del peronismo en los comicios legislativos del año 1965. También se levantó la prohibición que pesaba sobre el Partido Comunista y se promulgaron penalidades a la discriminación y violencia racial. " Sin embargo, o precisamente a causa de su política social y su tratamiento de la YPF (Yacimientos Petrolíferos Fiscales), opuesta a la del ex-presidente Frondizi y otros predecesores, de generosas concesiones a Esso y Shell, tanto militares (apoyados por las administraciones de EE.UU.), como la prensa y dirigentes peronistas se aliaron contra Illia, que fue derrocado en 1966. Onganía, militar, gobernó como presidente de facto nunca electo, hasta 1970. Y se había "bautizado" con la represión de profesores y estudiantes universitarios de julio de 1966, que desgraciadamente envió al exilio a los mejores cerebros del momento. Der Text verspottet den zur Zeit der Entstehung des Liedes faktisch bereits entmachteten französischen König Ludwig XVI. und dessen Frau Marie Antoinette. Der Titel spielt auf den Ort Carmagnola in Piemont an, der Anfang 1792 von den Franzosen eingenommen worden war. Ein direkter Zusammenhang zwischen dem norditalienischen Städtchen und Text beziehungsweise Melodie des Liedes ist jedoch nicht zweifelsfrei nachweisbar. Zwei andere historische Ereignisse desselben Jahres, die zur Verbreitung und Bekanntheit der Carmagnole entscheidend beigetragen haben, sind der Tuileriensturm (10. August) und die Schlacht von Jemappes (6. November).
C'est une chanson révolutionnaire anonyme et très populaire créée en 1792 quand l'Assemblée nationale vote la Convention et décrète l'arrestation du Roi. Originaire du Piémont, ce chant gagne d'abord la région de Marseille, avant d'atteindre Paris. Elle se popularise ensuite dans toute la France après la chute du trône pour devenir un hymne des sans-culottes. Lors de ces épisodes révolutionnaires qui secouèrent le XIXe siècle français, elle réapparait en s'ornant de nouveaux couplets.

Debutta come pianista jazz, già nel 1940, all'età di quindici anni, quando suona di nascosto in una orchestrina jazz studentesca. Nel 1944 entra in Rai, come pianista dell'Orchestra di Piero Piccioni. Poi ottiene grande successo all'estero, principalmente nel Nord Europa, sperimentando un genere originale, un mix di jazz, canzoni napoletane e sue composizioni. Forte dei consensi ottenuti, Tornato in Italia nel 1958, compone canzoni per Caterina Valente, Renato Rascel e Wilma De Angelis. Un caso fortuito lo lanciò anche come interprete, quando sostituì il cantante della sua orchestra.

Un buon apneista non e' quello che spinge per la profondita' ad ogni costo, ma colui che prova delle belle sensazioni durante un tuffo, mostrando fluidita' ed eleganza nel muoversi in acqua.
I sei apneisti rappresentati raffigurano lo stato di pace e serenita' che si prova sott'acqua e la storia, focalizzata sull'aspetto non competitivo dello sport, si sviluppa trasmettendo all'audience l'emozione del tuffo in apnea, delineando la tecnica basilare di un tuffo in assetto costante e ricordando in breve le norme di sicurezza e le cause degli incidenti di cui si sente parlare.
Il film e' stato girato nel mar Adratico, in Croazia, a Rovigno d'Istria durante uno stage Apnea Academy e durante il Memorial Day per Filippo Biondin. Gli istruttori e atleti che appaiono in acqua sono: Mike Maric; Roberto Chiozzotto; Manlio Esposito; Paolo Viganò; Stefano Figini ed Ana Karlas.
Il documentario e' stato commissionato da Discovery Channel a Martina Amati (regia) sulla base di un soggetto ideato dopo aver partecipato a un corso di apnea con Umberto Pelizzari e Apnea Academy a St. Teresa di Gallura nel giugno 2006.
Le magiche immagini sono state girate da Fabio Ferioli, che ha ripreso, quasi interamente, in apnea, senza il supporto di ARA.
Il film e' stato realizzato con una piccola crew basata a Milano composta da: Federica Semiani (producer); Ricky Milano (sounds); Elio Scalamandrè(production manager).

On the 28th of June at the Politecnico of Milan, during the congress organized for the presentation of the 2007 Research, the Mobile Content Observatory has presented the results of the performance of the Italian Mobile Value Added Service Market in 2006.
The observatory has estimated that for VAS the Italians have spent in 2006 around 1,5 billion euro.
One of the most interesting presentations during the conference was the one of Andrew Bud (Vice President of Mobile Entertainment Forum), who has told one important data not analyzed by the Observatory: the satisfaction of the consumers that are using VAS.
Mr. Bud told that in the UK market (one of the most regulated markets) over 74% of the consumers are really unsatisfied of the UK VAS services.
What would be the consumer dissatisfaction percentage in Italy? The Observatory of the Politecnico unfortunately hasn't analyzed this important data, that, Andrew Bud empathize, is essential for the correct and durable development of this kind of business.
At the center of the afternoon session of the conference, moderated by Professor Umberto Beretelè (President School of Management of Politecnico of Milano), it was an authoritative debate with the top management of the four Italian mobile operators and some software, technology and web companies.

At the end of the speeches made by the top managers, Professor Bertelè has opened the question and answer session.
Emanuele Preda, CEO of SMS.it, making echo to the first question from an entrepreneur, that asked if there is a solution for the problems that small companies are kept out from the market by the mobile operators.
Mr. Preda asks if the monopoly of the VAS based on the short code 48XXX, the ones for which Italian consumers spend every year 1,5 billion euro, is legal, considering that it seems there aren't any laws supporting this monopoly, while there is a deliberation, the # 9 made by AGCOM, the Italian telecommunication authority in 2003 that seems to support the contrary.
Prof. Bertelè prevents that the question of Mr. Preda is completed, even asking two young person of his team to take by force Mr. Preda away from the conference room, despite many people from the audience (see the video) expressly asked Prof. Bertelè to let Mr. Preda to continue his speech and let the top manager answer the question of Mr. Preda.

The end of the illegal Mobile VAS monopoly?
The Authority intervenes and deliberates: interoperable and public domain 4XXXX numerations
The Authority for Telecommunications (AGCOM) has published Friday, July 6th 2007 on its website the deliberation n. 44/2007/CIR (about to be published in the Gazzetta Ufficiale).
In this deliberation, concerning a revision of the numeration plan in the telecommunications sector and implementation discipline, the AGCOM opens a public consultation while expressing its own valuations and directives regarding the revision of the numeration plan as regulated by the deliberation n. 9/2003/CIR.
In particular, concerning the decade 4 numerations such as 4XXXX currently in use by the four Italian carriers TIM, Vodafone, Wind and H3G with serious doubts about the legality of such use, the AGCOM is starting a revision of the law that regulates the assigning of the right to use said decade 4 and determines specific uses for the category.
Below the complete text of the deliberation from July 6th 2007 and concerning the decade 4 numerations, yet to be published in the Gazzetta Ufficiale:

9. Rules for assigning and use of decade 4 numeration
At present, the use of decade 4 numeration sees the offer of a vast range of services, by the operators in control of a network, that certainly cannot be labeled as "network internal", and some of those, on the contrary, are clearly classifiable as value added services.
It is deemed that such situation requires serious consideration, by deliberating in the revision of the Plan all the dispositions necessary to fill previous law holes and efficiently countervail non correct uses of the numeration.
On the other hand, it is also deemed that the rule that allows the use of decade 4 as a short code for value added services already offered on an another public numeration should be surpassed by the profound revision of decade 4 use here being proposed. Besides, as pointed out by some contributions, this possibility creates a situation of obvious advantage for those network carriers that also perform as content providers, in comparison to other service providers.
Given the motivations mentioned above, it's proposed to restrict the numerations of, strictly speaking, internal network services to the sole numerations 4XU....U with X= 0, 1, 2, while keeping the obligation of preventive communication of activation to the Ministry and the Authority (not excluding the opportunity of requesting a contribute for restoring the administrative dues) and peremptorily forbidding their use for value added services.
It is deemed that the meaning of internal network services might include, at best, those services that are "auxiliary" to the base service, thus completing its usage by the users, such as i.e. listening to the voicemail, urgent call alert, etc., bounding those applications to the 41 and 42 codes.
Additionally, a price differentiation by the second number is proposed, as below:
40U...U calls that are free for the user
41U...U the maximum price is determined by the price of the calls for non value added services terminated on the same network calculated on the user's price profile
42U...U 0,30 euro maximum answer quota and 1,00 euro maximum quota per minute, or 1,50 euro forfait.
In the present offer of value added services, it's noticeable that the decade sees an intense use for a category of value added services that are characterized by an activation via SMS sent to a decade 4 numeration and by the delivery of said service to the user via SMS/MMS, eventually on the basis of a periodic subscription plan.
Therefore, it is proposed to allow the use, for those value added services, of a subset of decade 4 numerations (4X with X=3,4,6,7,8 and 9), while estimating a category distinction based on the second number, by a) social info services, c) mass call services, d) entertainment services, e) product selling and broadcasting services)..:
These numerations would therefore become "public", thus interoperable and assignable by the Ministry of Communications in the same way and by the procedures all other numerations are assigned, after payment of a contribution determined by analogy to contributions already charged for other numerations with similar availability.
Taken into account that typically such use requires a five number code, the assignment could be restricted to a single number.
In the same way as with other numerations used for value added services, it is proposed to set an expense limit. In particular, a 2 euro limit for each "una tantum" received service with one or more SMS and 20 euro monthly limit for subscription based services is proposed. A particular limit, 0,25 euro, would be set for the numerations (starting with code 44) dedicated to mass call services, in line with the price caps already set for other numerations reserved for the same service.
It's important to note that the proposed modifications have significant impact on the present regulatory structure concerning the use of the decade, therefore it is deemed it would be convenient to adopt a transitory period of suitable duration, in order to allow actuation (by the Institutions) of all necessary initiatives for adjusting to the new directives and also to allow an effective information of the users.
It is reckoned such period might be valuated in at least six months from the approval of the new plan, during which period the use of numerations in decade 4 might be allowed on present conditions with respect of applicable laws.
It is to be noted, finally, that in this proposal the new Plan reserves the code 456 to the general tariff transparency service, while determining the obligations of the mobile and fixed network operators, with respect of the rules that regulate number portability.

In short:
In this deliberation the AGCOM states that the services being offered on 4XXXX numerations are mainly value added services and not internal network services, as ruled by present regulations.
The AGCOM proposal is to maintain those short codes, more easily remembered by the final users than the regular (9 numbers).
The AGCOM therefore proposes changes to the rules, to officially dedicate 43XXX, 44XXX, 46XXX, 47XXX, 48XXX, 49XXX numerations to value added services and making them PUBLIC, and as such interoperable and assignable by the Ministry of Communications in the same way all other numerations are assigned to anyone that makes request, and not by an arbitrary decision of the operator.
Interoperable means that, anyone wishing to offer a value added or premium service may activate a numeration with any of the operators, now all being in competition to one another. Such number would have to be usable on any network of any operator, and in the case of a SMS Premium number it would be capable of receiving/sending SMS and billing. The premium services interoperability is nothing new, since it's already effective for 166/899 numerations.
The interoperability guarantees competition between operators, therefore it may be assumed that the revenues(1) credited by the operators to the Content Service Providers will become more similar to those of 166/899 services, never below 75%.
The AGCOM also states that the activation cost of the short codes for value added services will be the same as the cost of other numerations with similar availability.
This change to the numeration plan would finally stop the present arbitrary assignation of these numerations by the operators.
Finally, any company could sell value added services at the price it believes more adequate, within the price limits set by the regulator.
The PULL services price cap is very interesting, a limit that favors the growth of the market similar to those countries where the per capita usage of these services is much higher than in Italy. This means the price of tunes, wallpapers, games or any other content may never exceed the cap set by the regulator.
In the last part of its deliberation, the AGCOM foresees a transitory period of at least six months in order to allow companies and Institutions to adjust to the new rules, but clearly states that during such period the use of the decade 4 numerations may be permitted with respect of applicable laws.
Considering that:
1. the present regulations determine the use of 4XXXX numerations only for internal network services provided by the operator himself
2. the telephony operators, as stated by the AGCOM in its document, "use these numerations to offer a vast range of services that certainly cannot be all labeled as "network internal", but on the contrary, are clearly classifiable in the category of value added services"
all such services should be temporarily suspended until the new rules pass. Alternatively, if the existing services are not suspended, we believe this would be a violation of the general principle of free market competition (and the constitutional laws against the discrimination of any subject before the law) since it would prevent other subjects to access these numerations during this transitory period, at the present conditions.

Taormina (Greek: Ταυρομένιον - Tauromenion; Latin Tauromenium) is a comune and small town on the east coast of the island of Sicily, Italy, in the Province of Messina, about midway between Messina (ancient Messana) and Catania (ancient Catana). Taormina has been a very popular tourist destination since the 19th century. History - Taormina 's coastal location, facing Greece, between the powerful cities of Syracuse and Catana to the south, and Messana (and behind it, mainland Italy) to the north, determined much of its history. It is only about 5 km from the site of the ancient Naxos, and there is no doubt that Tauromenium did not exist as a city till after the destruction of Naxos by Dionysius I of Syracuse, 403 BCE; but the circumstances connected with its foundation are somewhat confused and uncertain.
It appears, however, from Diodorus that after the destruction of Naxos, the remaining inhabitants of that city were driven into exile, and its territory was assigned by Dionysius to the neighbouring Siculi. These, however, did not re-occupy the site of the ancient city, but established themselves on a hill to the north of it, which was called the hill of Taurus (ὁ λόφος ὁ καλούμενος Ταῦρος). Here they at first constructed only a temporary camp (in 396 BCE), but afterwards erected walls and converted it into a regular fortress or town, to which they gave the name of Tauromenium. (Diod. xiv. 58, 59.)
The place was still in the hands of the Siculi in 394 BCE, and they held it against the efforts of Dionysius, who besieged the city in vain for a great part of the winter, and though he on one occasion forced his way within the walls by a nocturnal surprise, was again driven out and repulsed with heavy loss. (Id. 87, 88.) But by the peace concluded in 392 BCE, it was expressly stipulated that Tauromenium should be subject to Dionysius, who expelled the greater part of the Siculi that had settled there, and supplied their place with his own mercenaries. (Id. 96.)
From this time we hear no more of Tauromenium till 358 BCE, when we are told that Andromachus, the father of the historian Timaeus, brought together all the remains of the exiled Naxians, who were still scattered about in different parts of Sicily, and established them all at Tauromenium. (Id. xvi. 7.) This is related by Diodorus as if it were a new foundation, and even as if the name had then first been applied to the city, which is in direct contradiction with his former statements. What had become of the former inhabitants we know not, but there is little doubt that the account of this resettlement of the city is substantially correct, and that Tauromenium now for the first time became a Greek city, which was considered as taking the place of Naxos, though it did not occupy the same site. (Wesseling, ad Diod. xiv. 59.) Hence Pliny's expression, that Tauromenium had formerly been called Naxos (Plin. iii. 8. s. 14) is nearly, though not strictly, correct.
The new settlement seems to have risen rapidly to prosperity, and was apparently already a considerable town at the time of the expedition of Timoleon in 345 BCE. It was the first place in Sicily where that leader landed, having eluded the vigilance of the Carthaginians, who were guarding the Straits of Messina, and crossed direct from Rhegium (modern Reggio di Calabria) to Tauromenium. (Diod. xvi. 68; Plut. Timol. 10.) The city was at that time still under the government of Andromachus, whose mild and equitable administration is said to have presented a strong contrast with that of the despots and tyrants of the other Sicilian cities. http://www.accommodationtaormina.com
He welcomed Timoleon with open arms, and afforded him a secure resting place until he was enabled to carry out his plans in other parts of Sicily. (Diod. l. c.; Plut. l. c.) It is certain that Andromachus was not deprived of the chief power, when all the other tyrants were expelled by Timoleon, but was permitted to retain it undisturbed till his death. (Marcellin. Vit. Thucyd. § 27.)
We hear, however, very little of Tauromenium for some time after this. It is probable that it passed under the authority of Agathocles, who drove the historian Timaeus into exile; and some time after this it was subject to a domestic despot of the name of Tyndarion, who was contemporary with Hicetas of Syracuse and Phintias of Agrigentum. (Diod. xxii. Exc. H. p. 495.) Tyndarion was one of those who concurred in inviting Pyrrhus into Sicily (278 BCE), and when that monarch landed with his army at Tauromenium, joined him with all his forces, and supported him in his march upon Syracuse. (Diod. l. c. pp. 495, 496.)
A few years later we find that Tauromenium had fallen into the power of Hieron of Syracuse, and was employed by him as a stronghold in the war against the Mamertines. (Id. p. 497.) It was also one of the cities which was left under his dominion by the by the treaty concluded with him by the Romans in 263 BCE. (Diod. xxiii. p. 502.) This is doubtless the reason that its name is not again mentioned during the First Punic War.
There is no doubt that Tauromenium continued to form a part of the kingdom of Syracuse till the death of Hieron, and that it only passed under the government of Rome when the whole island of Sicily was reduced to a Roman province; but we have scarcely any account of the part it took during the Second Punic War, though it would appear, from a hint in Appian (Sic. 5), that it submitted to Marcellus on favorable terms; and it is probable that it was on that occasion it obtained the peculiarly favored position it enjoyed under the Roman dominion. For we learn from Cicero that Tauromenium was one of the three cities in Sicily which enjoyed the privileges of a civitas foederata or allied city, thus retaining a nominal independence, and was not even subject, like Messana, to the obligation of furnishing ships of war when called upon. (Cic. Verr. ii. 6. 6, iii. 6, v. 19.)
But the city suffered severe calamities during the Servile War in Sicily, 134-132 BCE, having fallen into the hands of the insurgent slaves, who, on account of the great strength of its position, made it one of their chief posts, and were able for a long time to defy the arms of the consul Rupilius. They held out until they were reduced to the most fearful extremities by famine, when the citadel was at length betrayed into the hands of the consul by one of their leaders named Sarapion, and the whole of the survivors put to the sword. (Diod. xxxiv. Exc. Phot. p. 528; Oros. v. 9.) Tauromenium again bore a conspicuous part during the wars of Sextus Pompeius in Sicily, and, from its strength as a fortress, was one of the principal points of the position which he took up in 36 BCE, for defence against Octavian.
It became the scene also of a sea-fight between a part of the fleet of Octavian, commanded by the triumvir in person, and that of Pompeius, which terminated in the defeat and almost total destruction of the former. (Appian, B.C. v. 103, 105, 106-11, 116; Dion Cass. xlix. 5.) In the settlement of Sicily after the defeat of Pompey, Tauromenium was one of the places selected by Augustus to receive a Roman colony, probably as a measure of precaution, on account of the strength of its situation, as we are told that he expelled the former inhabitants to make room for his new colonists. (Diod, xvi. 7.)
Strabo speaks of it as one of the cities on the east coast of Sicily that was still subsisting in his time, though inferior in population both to Messana and Catana. (Strab. vi. pp. 267, 268.) Both Pliny and Ptolemy assign it the rank of a colonia (Plin. iii. 8. s. 14; Ptol. iii. 4. § 9), and it seems to have been one of the few cities of Sicily that continued under the Roman Empire to be a place of some consideration. Its territory was noted for the excellence of its wine (Plin. xiv. 6. s. 8), and produced also a kind of marble which seems to have been highly valued. (Athen. v. p. 207.) Juvenal also speaks of the sea off its rocky coast as producing the choicest mullets. (Juv. v. 93.)
The Itineraries place Tauromenium 32 miles from Messana, and the same distance from Catana. (Itin. Ant. p. 90; Tab. Peut.) It continued after the fall of the Roman Empire to be one of the more considerable towns of Sicily, and from the strength of its position was one of the last places that was retained by the Greek emperors; but it was taken by the Saracens in 906 after a siege of two years, and totally destroyed.
In the late 19th century Taormina gained some prominence as the place where Wilhelm von Gloeden worked most of his life as a photographer of predominantly male nudes. Also credited for making Taormina popular was Otto Geleng, best known in his hometown of Berlin for his fine paintings, which he composed and painted in Italy but exhibited in Germany.
What distinguishes Geleng, however, is his choice to depict the more southern regions where he captured the spectacular views and light of Sicily. He often painted the area's Greek colonial ruins, including Taormina .Taormina 's first important tourist was Johann Wolfgang Goethe who dedicated exalting pages to the city in his book entitled "Journey to Italy," but perhaps it was Geleng's views that made its beauty talked about throughout Europe and turned the site into a famous tourist center. The artist arrived in Sicily at the age of 20 in search of new subjects for his paintings.
On his way through Taormina he was so enamoured by the landscape that he decided to stop for part of the winter. Geleng began to paint everything that Taormina offered: ruins, sea, mountains, none of which were familiar to the rest of Europe. When his paintings were later exhibited in Berlin and Paris, many critics accused Geleng of having an 'unbridled imagination'. At that, Geleng challenged them all to go to Taormina with him, promising that he would pay everyone's expenses if he were not telling the truth.
During the early 20th century the town became a colony of expatriate artists, writers, and intellectuals. D. H. Lawrence stayed here at the Fontana Vecchia from 1920 to 1922, and wrote a number of his poems, novels, short stories, and essays, and a travel book, Sea and Sardinia. Charles Webster Leadbeater, the theosophical author, found out that Taormina had the right magnetics fields for Jiddu Krishnamurti to develop his talents, so the young Krishnamurti dwelt here from time to time. Halldór Laxness, the Icelandic author, worked here on the first modern Icelandic novel, Vefarinn mikli frá Kasmír.
Ruins and archaeology
The teatro greco, the "Greek theatre", the present town of Taormina occupies the ancient site, on a lofty hill which forms the last projecting point of the mountain ridge that extends along the coast from Cape Pelorus to this point. The site of the old town is about 300 m above the sea, while a very steep and almost isolated rock, crowned by a Saracen castle, rises about 150 m higher: this is undoubtedly the site of the ancient Arx or citadel, the inaccessible position of which is repeatedly alluded to by ancient writers. Portions of the ancient walls may be traced at intervals all round the brow of the hill, the whole of the summit of which was evidently occupied by the ancient city. Numerous fragments of ancient buildings are scattered over its whole surface, including extensive reservoirs of water, sepulchres, tesselated pavements, etc., and the remains of a spacious edifice, commonly called a Naumachia, but the real destination of which it is difficult to determine.
But by far the most remarkable monument remaining at Taormina is the ancient theatre (the teatro greco, the "Greek theatre"), which is one of the most celebrated ruins in Sicily, on account both of its remarkable preservation and of the surpassing beauty of its situation. It is built for the most part of brick, and is therefore probably of Roman date, though the plan and arrangement are in accordance with those of Greek, rather than Roman, theatres; whence it is supposed that the present structure was rebuilt upon the foundations of an older theatre of the Greek period.
With a diameter of 109 metres (after an expansion in the 2nd century), this theatre is the second largest of its kind in Sicily (after that of Syracuse); it is frequently used for operatic and theatrical performances and for concerts. The greater part of the original seats have disappeared, but the wall which surrounded the whole cavea is preserved, and the proscenium with the back wall of the scena and its appendages, of which only traces remain in most ancient theatres, are here preserved in singular integrity, and contribute much to the picturesque effect, as well as to the interest, of the ruin. From the fragments of architectural decorations still extant we learn that it was of the Corinthian order, and richly ornamented. Some portions of a temple are also visible, converted into the church of San Pancrazio, but the edifice is of small size.
Culture and tourism
The David di Donatello Taormina Film Festival has been held for over fifty years, with international film stars viewing films on a screen erected in the Greek theatre.
Just south of Taormina is the Isola Bella, a nature reserve. Tours of the Capo Sant' Andrea grottos are also available. Taormina is built on an extremely hilly coast, and is approximately a forty-five minute drive away from Europe's largest active volcano, Mount Etna.
In 1927 the young Icelandic writer Halldór Laxness (born 1902) published his first major novel, Vefarinn mikli frá Kasmír (The Great Weaver of Kashmir), a panorama of social, literary, religious and sexual issues of his times. Laxness, who won the Nobel prize for literature in 1955, wrote most of his novel in Taormina which he then praised highly in his book of autobiographical essays, Skáldatími (The Time of the Poet) from 1963.
Economy
Much of Trapani's economy still depends on the sea. Fishing and canning are an important local industries, with fishermen using the mattanza technique to catch tuna. Coral is also an important export, along with salt, marble and marsala wine. The nearby coast is lined with numerous salt-pans.
The city is also an important ferry port, with links to the Egadi Islands, Pantelleria, Sardinia and Tunisia.

There are some buses down, but it's often more convenient to take a long-distance bus from the centre straight to or from your destination.

The main street of Taormina is pedestrianised, making it easy to wander around by foot.
By car
If coming in by car, you may enter the town center only to go to a hotel or a rented house: local police may require to see proof of booking. In alternative, it's better to park the car at one of the 2 large public parkings ('Parcheggio Lumbi' or "Parcheggio Porta Catania ") that you encounter on the outskirts of the city coming in. From there, either walk to the city center (just 2 min from 'Parcheggio Porta Catania '/around 10 min but uphill from 'Parcheggio Lumbi') or catch the shuttle buses running continously to the center.
However, there are regular shuttle buses down to Giardini-Naxos, the train station, Letojanni and up to Castelmola.
There is also a frequent Cable Car down to the beach at Mazarro.
Main Sights
Cathedral of San Lorenzo built in 1421 then restored and changed in 1748 by architect G.B. Amico with the addition of the side chapels, the choir, the dome, the bell tower and the façade. Inside neoclassical plasters by Girolamo Rizzo and Onofrio Noto and vaulted fresco paintings by Vincenzo Manno, a painting of the Crucifixion attributed to Flemish Van Dyke.
Torre di Ligny in stone and tufa built in 1671 by Viceroy Claudio La Moraldo, prince of Ligny, which hosts the Prehistory Museum.
Castello di Terra, according to the tradition over 2,300 years old, was an important defence post of the city, from its position opposite the other Castello di Mare (called Colombaia) located on an island and built according to the legend by greek hero Amilcares. In 1360 Queen Costanza, the wife of Federico d'Aragona, stayed here. The Castello di Mare has an octagonal plan and dates back to the XVI century.

Here they at first constructed only a temporary camp (in 396 BCE), but afterwards erected walls and converted it into a regular fortress or town, to which they gave the name of Tauromenium. (Diod. xiv. 58, 59.) The place was still in the hands of the Siculi in 394 BCE, and they held it against the efforts of Dionysius, who besieged the city in vain for a great part of the winter, and though he on one occasion forced his way within the walls by a nocturnal surprise, was again driven out and repulsed with heavy loss. (Id. 87, 88.) But by the peace concluded in 392 BCE, it was expressly stipulated that Tauromenium should be subject to Dionysius, who expelled the greater part of the Siculi that had settled there, and supplied their place with his own mercenaries. (Id. 96.) From this time we hear no more of Tauromenium till 358 BCE, when we are told that Andromachus, the father of the historian Timaeus, brought together all the remains of the exiled Naxians, who were still scattered about in different parts of Sicily, and established them all at Tauromenium. (Id. xvi. 7.) This is related by Diodorus as if it were a new foundation, and even as if the name had then first been applied to the city, which is in direct contradiction with his former statements. What had become of the former inhabitants we know not, but there is little doubt that the account of this resettlement of the city is substantially correct, and that Tauromenium now for the first time became a Greek city, which was considered as taking the place of Naxos, though it did not occupy the same site. (Wesseling, ad Diod. xiv. 59.) Hence Pliny's expression, that Tauromenium had formerly been called Naxos (Plin. iii. 8. s. 14) is nearly, though not strictly, correct. The new settlement seems to have risen rapidly to prosperity, and was apparently already a considerable town at the time of the expedition of Timoleon in 345 BCE. It was the first place in Sicily where that leader landed, having eluded the vigilance of the Carthaginians, who were guarding the Straits of Messina, and crossed direct from Rhegium (modern Reggio di Calabria) to Tauromenium. (Diod. xvi. 68; Plut. Timol. 10.) The city was at that time still under the government of Andromachus, whose mild and equitable administration is said to have presented a strong contrast with that of the despots and tyrants of the other Sicilian cities. http://www.accommodationtaormina.com He welcomed Timoleon with open arms, and afforded him a secure resting place until he was enabled to carry out his plans in other parts of Sicily. (Diod. l. c.; Plut. l. c.) It is certain that Andromachus was not deprived of the chief power, when all the other tyrants were expelled by Timoleon, but was permitted to retain it undisturbed till his death. (Marcellin. Vit. Thucyd. § 27.) We hear, however, very little of Tauromenium for some time after this. It is probable that it passed under the authority of Agathocles, who drove the historian Timaeus into exile; and some time after this it was subject to a domestic despot of the name of Tyndarion, who was contemporary with Hicetas of Syracuse and Phintias of Agrigentum. (Diod. xxii. Exc. H. p. 495.) Tyndarion was one of those who concurred in inviting Pyrrhus into Sicily (278 BCE), and when that monarch landed with his army at Tauromenium, joined him with all his forces, and supported him in his march upon Syracuse. (Diod. l. c. pp. 495, 496.) A few years later we find that Tauromenium had fallen into the power of Hieron of Syracuse, and was employed by him as a stronghold in the war against the Mamertines. (Id. p. 497.) It was also one of the cities which was left under his dominion by the by the treaty concluded with him by the Romans in 263 BCE. (Diod. xxiii. p. 502.) This is doubtless the reason that its name is not again mentioned during the First Punic War. There is no doubt that Tauromenium continued to form a part of the kingdom of Syracuse till the death of Hieron, and that it only passed under the government of Rome when the whole island of Sicily was reduced to a Roman province; but we have scarcely any account of the part it took during the Second Punic War, though it would appear, from a hint in Appian (Sic. 5), that it submitted to Marcellus on favorable terms; and it is probable that it was on that occasion it obtained the peculiarly favored position it enjoyed under the Roman dominion. For we learn from Cicero that Tauromenium was one of the three cities in Sicily which enjoyed the privileges of a civitas foederata or allied city, thus retaining a nominal independence, and was not even subject, like Messana, to the obligation of furnishing ships of war when called upon. (Cic. Verr. ii. 6. 6, iii. 6, v. 19.) But the city suffered severe calamities during the Servile War in Sicily, 134-132 BCE, having fallen into the hands of the insurgent slaves, who, on account of the great strength of its position, made it one of their chief posts, and were able for a long time to defy the arms of the consul Rupilius. They held out until they were reduced to the most fearful extremities by famine, when the citadel was at length betrayed into the hands of the consul by one of their leaders named Sarapion, and the whole of the survivors put to the sword. (Diod. xxxiv. Exc. Phot. p. 528; Oros. v. 9.) Tauromenium again bore a conspicuous part during the wars of Sextus Pompeius in Sicily, and, from its strength as a fortress, was one of the principal points of the position which he took up in 36 BCE, for defence against Octavian. It became the scene also of a sea-fight between a part of the fleet of Octavian, commanded by the triumvir in person, and that of Pompeius, which terminated in the defeat and almost total destruction of the former. (Appian, B.C. v. 103, 105, 106-11, 116; Dion Cass. xlix. 5.) In the settlement of Sicily after the defeat of Pompey, Tauromenium was one of the places selected by Augustus to receive a Roman colony, probably as a measure of precaution, on account of the strength of its situation, as we are told that he expelled the former inhabitants to make room for his new colonists. (Diod, xvi. 7.) Strabo speaks of it as one of the cities on the east coast of Sicily that was still subsisting in his time, though inferior in population both to Messana and Catana. (Strab. vi. pp. 267, 268.) Both Pliny and Ptolemy assign it the rank of a colonia (Plin. iii. 8. s. 14; Ptol. iii. 4. § 9), and it seems to have been one of the few cities of Sicily that continued under the Roman Empire to be a place of some consideration. Its territory was noted for the excellence of its wine (Plin. xiv. 6. s. 8), and produced also a kind of marble which seems to have been highly valued. (Athen. v. p. 207.) Juvenal also speaks of the sea off its rocky coast as producing the choicest mullets. (Juv. v. 93.) The Itineraries place Tauromenium 32 miles from Messana, and the same distance from Catana. (Itin. Ant. p. 90; Tab. Peut.) It continued after the fall of the Roman Empire to be one of the more considerable towns of Sicily, and from the strength of its position was one of the last places that was retained by the Greek emperors; but it was taken by the Saracens in 906 after a siege of two years, and totally destroyed. In the late 19th century Taormina gained some prominence as the place where Wilhelm von Gloeden worked most of his life as a photographer of predominantly male nudes. Also credited for making Taormina popular was Otto Geleng, best known in his hometown of Berlin for his fine paintings, which he composed and painted in Italy but exhibited in Germany. What distinguishes Geleng, however, is his choice to depict the more southern regions where he captured the spectacular views and light of Sicily. He often painted the area's Greek colonial ruins, including Taormina .Taormina 's first important tourist was Johann Wolfgang Goethe who dedicated exalting pages to the city in his book entitled "Journey to Italy," but perhaps it was Geleng's views that made its beauty talked about throughout Europe and turned the site into a famous tourist center. The artist arrived in Sicily at the age of 20 in search of new subjects for his paintings. On his way through Taormina he was so enamoured by the landscape that he decided to stop for part of the winter. Geleng began to paint everything that Taormina offered: ruins, sea, mountains, none of which were familiar to the rest of Europe. When his paintings were later exhibited in Berlin and Paris, many critics accused Geleng of having an 'unbridled imagination'. At that, Geleng challenged them all to go to Taormina with him, promising that he would pay everyone's expenses if he were not telling the truth. During the early 20th century the town became a colony of expatriate artists, writers, and intellectuals. D. H. Lawrence stayed here at the Fontana Vecchia from 1920 to 1922, and wrote a number of his poems, novels, short stories, and essays, and a travel book, Sea and Sardinia. Charles Webster Leadbeater, the theosophical author, found out that Taormina had the right magnetics fields for Jiddu Krishnamurti to develop his talents, so the young Krishnamurti dwelt here from time to time. Halldór Laxness, the Icelandic author, worked here on the first modern Icelandic novel, Vefarinn mikli frá Kasmír. Ruins and archaeology The teatro greco, the "Greek theatre", the present town of Taormina occupies the ancient site, on a lofty hill which forms the last projecting point of the mountain ridge that extends along the coast from Cape Pelorus to this point. The site of the old town is about 300 m above the sea, while a very steep and almost isolated rock, crowned by a Saracen castle, rises about 150 m higher: this is undoubtedly the site of the ancient Arx or citadel, the inaccessible position of which is repeatedly alluded to by ancient writers. Portions of the ancient walls may be traced at intervals all round the brow of the hill, the whole of the summit of which was evidently occupied by the ancient city. Numerous fragments of ancient buildings are scattered over its whole surface, including extensive reservoirs of water, sepulchres, tesselated pavements, etc., and the remains of a spacious edifice, commonly called a Naumachia, but the real destination of which it is difficult to determine. But by far the most remarkable monument remaining at Taormina is the ancient theatre (the teatro greco, the "Greek theatre"), which is one of the most celebrated ruins in Sicily, on account both of its remarkable preservation and of the surpassing beauty of its situation. It is built for the most part of brick, and is therefore probably of Roman date, though the plan and arrangement are in accordance with those of Greek, rather than Roman, theatres; whence it is supposed that the present structure was rebuilt upon the foundations of an older theatre of the Greek period. With a diameter of 109 metres (after an expansion in the 2nd century), this theatre is the second largest of its kind in Sicily (after that of Syracuse); it is frequently used for operatic and theatrical performances and for concerts. The greater part of the original seats have disappeared, but the wall which surrounded the whole cavea is preserved, and the proscenium with the back wall of the scena and its appendages, of which only traces remain in most ancient theatres, are here preserved in singular integrity, and contribute much to the picturesque effect, as well as to the interest, of the ruin. From the fragments of architectural decorations still extant we learn that it was of the Corinthian order, and richly ornamented. Some portions of a temple are also visible, converted into the church of San Pancrazio, but the edifice is of small size. Culture and tourism The David di Donatello Taormina Film Festival has been held for over fifty years, with international film stars viewing films on a screen erected in the Greek theatre. Just south of Taormina is the Isola Bella, a nature reserve. Tours of the Capo Sant' Andrea grottos are also available. Taormina is built on an extremely hilly coast, and is approximately a forty-five minute drive away from Europe's largest active volcano, Mount Etna. In 1927 the young Icelandic writer Halldór Laxness (born 1902) published his first major novel, Vefarinn mikli frá Kasmír (The Great Weaver of Kashmir), a panorama of social, literary, religious and sexual issues of his times. Laxness, who won the Nobel prize for literature in 1955, wrote most of his novel in Taormina which he then praised highly in his book of autobiographical essays, Skáldatími (The Time of the Poet) from 1963. Economy Much of Trapani's economy still depends on the sea. Fishing and canning are an important local industries, with fishermen using the mattanza technique to catch tuna. Coral is also an important export, along with salt, marble and marsala wine. The nearby coast is lined with numerous salt-pans. The city is also an important ferry port, with links to the Egadi Islands, Pantelleria, Sardinia and Tunisia. There are some buses down, but it's often more convenient to take a long-distance bus from the centre straight to or from your destination. By bus Regular buses to and from Messina and Catania . Get around Taormina By foot The main street of Taormina is pedestrianised, making it easy to wander around by foot. By car If coming in by car, you may enter the town center only to go to a hotel or a rented house: local police may require to see proof of booking. In alternative, it's better to park the car at one of the 2 large public parkings ('Parcheggio Lumbi' or "Parcheggio Porta Catania ") that you encounter on the outskirts of the city coming in. From there, either walk to the city center (just 2 min from 'Parcheggio Porta Catania '/around 10 min but uphill from 'Parcheggio Lumbi') or catch the shuttle buses running continously to the center. However, there are regular shuttle buses down to Giardini-Naxos, the train station, Letojanni and up to Castelmola. There is also a frequent Cable Car down to the beach at Mazarro. Main Sights Cathedral of San Lorenzo built in 1421 then restored and changed in 1748 by architect G.B. Amico with the addition of the side chapels, the choir, the dome, the bell tower and the façade. Inside neoclassical plasters by Girolamo Rizzo and Onofrio Noto and vaulted fresco paintings by Vincenzo Manno, a painting of the Crucifixion attributed to Flemish Van Dyke. Torre di Ligny in stone and tufa built in 1671 by Viceroy Claudio La Moraldo, prince of Ligny, which hosts the Prehistory Museum. Castello di Terra, according to the tradition over 2,300 years old, was an important defence post of the city, from its position opposite the other Castello di Mare (called Colombaia) located on an island and built according to the legend by greek hero Amilcares. In 1360 Queen Costanza, the wife of Federico d'Aragona, stayed here. Il 28 Giugno 2007 presso il Politecnico di Milano sono stati presentati i risultati della Ricerca annuale dell Osservatorio Mobile Content, che analizza i servizi a sovrapprezzo per la telefonia mobile, detti anche VAS (Value Added Services).
L'Osservatorio ha stimato che gli italiani hanno speso nel 2006 circa 1,5 miliardi di euro per questi servizi.
Tra gli interventi più interessanti della giornata quello di Andrew Bud (Vice Presidente Mobile Entertainment Forum - MEF), che ha messo in evidenza un dato omesso dall'osservatorio, ovvero come proprio i consumatori non siano affatto soddisfatti dei servizi a sovrapprezzo. Alcuni dati osservati nel Regno Unito (uno dei mercati più regolamentati d'Europa), evidenziano come oltre il 74% dei consumatori sia insoddisfatto dei servizi a sovrapprezzo .
Qual è la percentuale dei consumatori non soddisfatti in Italia? L'osservatorio del Politecnico purtroppo non ha analizzato questo importante dato, che Andrew Bus sostiene essere essenziale per un corretto e duraturo sviluppo del mercato

Al termine degli interventi, il moderatore ha sollecitato domande dal pubblico.
Emanuele Preda, CEO di SMS.it, facendo eco al primo intervento di un imprenditore che ha chiesto agli operatori che i piccoli service provider non fossero tagliati fuori dal mercato come accade attualmente, chiede ai relatori se l'attuale monopolio dei servizi a sovrapprezzo basati sulla numerazione 48XXX sia legale, visto che nessuna legge sembra tutelare tale monopolio, mentre una delibera dell'Authority delle Telecomunicazioni pare indicare esattamente il contrario (n.9/03 AGCOM).
Il Prof.Bertelè tenta più volte di interrompere Emanuele Preda, impedendogli poi di leggere per intero le proprie domande (durata prevista qualche minuto), nonostante fossero pienamente pertinenti, facendo portare fuori dalla sala forzatamente da alcuni suoi collaboratori il Dott. Preda, nonostante diverse persone dalla platea chiedessero che l'intervento fosse completato e che i manager presenti dessero una risposta alle domande effettuate.
La sessione di domande continua e i relatori rispondono alle altre domande, evitando la scomoda domanda circa la legalità del contesto. Il loro silenzio può essere interpretato come una risposta affermativa?

Fine del monopolio illegale dei servizi Mobile VAS?
L'Autorità interviene con una delibera: numerazioni 4XXXX interoperabili e di pubblico dominio.
L'Autorità per le Garanzie nelle Comunicazioni (AGCOM) venerdì 6/7/2007 ha pubblicato sul proprio sito internet la delibera n. 44/2007/CIR (attualmente in corso di pubblicazione sulla Gazzetta Ufficiale).
In tale delibera, concernente la revisione del piano di numerazione nel settore delle telecomunicazioni e la disciplina attuativa, l'AGCOM avvia una consultazione pubblica ed esprime le proprie valutazioni ed orientamenti in merito alla revisione del piano di numerazione attualmente regolato dalla delibera n. 9/2003/CIR.
In particolare per quanto concerne le numerazione in decade 4 ovvero 4XXXX, attualmente con legalità alquanto dubbia dai quattro gestori italiani TIM, Vodafone, Wind e H3G, l'AGCOM avvia il riesame della normativa per l'assegnazione dei diritti d'uso di detta decade 4 e regolamenta usi specifici per tale categoria.
Di seguito il testo integrale della delibera del 6 luglio 2007 relativo alle numerazioni in decade 4, non ancora pubblicata nella Gazzetta Ufficiale:

9. Normativa per l'assegnazione e l'uso della numerazione in decade 4
L'impiego della numerazione in decade 4 vede attualmente, da parte degli operatori dotati di rete, l'offerta di una ampia varietà di servizi che certamente non possono essere classificati tutti come "interni di rete", alcuni dei quali, invece, sono palesemente ascrivibili alla categoria dei servizi a sovrapprezzo.
Si ritiene che tale situazione debba essere seriamente considerata, approntando in sede di revisione del Piano le disposizioni necessarie a sopperire ad eventuali precedenti carenze normative ed a contrastare efficacemente usi non corretti della numerazione.
D'altra parte si ritiene che la norma che prevede l'uso della decade 4 quale numerazione abbreviata per raggiungere servizi a sovrapprezzo già offerti su altra numerazione pubblica dovrebbe essere superata alla luce della profonda revisione dell'uso della decade 4 che si propone nel seguito. Inoltre, come evidenziato da alcuni dei contributi, tale possibilità costituisce una situazione di innegabile vantaggio per gli operatori di rete che svolgono anche la funzione di fornitori di contenuti, rispetto agli altri fornitori di servizi.
Per le motivazioni suddette, si propone di restringere le numerazioni destinate ai servizi interni di rete, intesi in senso stretto, alle sole numerazioni 4XU....U con X= 0, 1, 2, mantenendo comunque l'obbligo di comunicazione preventiva dell'attivazione al Ministero ed all'Autorità (senza peraltro escludere l'opportunità di prevedere un contributo per il ristoro degli oneri amministrativi) e vietando nel contempo in modo tassativo il loro impiego per servizi a sovrapprezzo.
Nell'ambito della medesima accezione di servizi interni di rete, si ritiene che possano, al più, essere inclusi anche servizi per così dire "ancillari" al servizio di base, che ne complementano la fruizione da parte degli utenti, quali, ad es. l'ascolto della segreteria telefonica, l'avviso di chiamata urgente ecc, individuando per tali applicazioni i codici 41 e 42.
Inoltre, si propone di attuare una distinzione tariffaria sulla base della seconda cifra, come segue:
40U...U chiamate gratuite per il chiamante
41U...U prezzo massimo corrispondente a quello delle chiamate non per servizi a sovrapprezzo terminate sulla stessa rete secondo il profilo tariffario dell'utente
42U...U 0,30 euro quota massima alla risposta ed 1,00 euro quota massima minutaria, ovvero 1,50 euro per tariffazione forfetaria.
Nell'ambito dei servizi a sovrapprezzo attualmente prestati, si rileva che la decade vede un intenso utilizzo per una categoria di servizi a sovrapprezzo caratterizzati dalle modalità di attivazione tramite un SMS indirizzato ad un numero in decade 4 e dalla prestazione del servizio stesso mediante l'invio all'utente di SMS/MMS, eventualmente in abbonamento con cadenza periodica.
Si propone quindi di consentire l'uso, per i predetti servizi a sovrapprezzo, di un sottoinsieme delle numerazioni in decade 4 (4X con X=3,4,6,7,8 e 9), con previsione di una distinzione per categoria sulla base della seconda cifra, per a) servizi di carattere sociale informativo, c) servizi di chiamate di massa, d) servizi di intrattenimento, e) vendita di prodotti e servizi trasmessi)..:
Tali numerazioni sarebbero pertanto di natura "pubblica", come tali interoperabili ed assegnabili dal Ministero delle comunicazioni al pari di tutte le altre numerazioni e secondo le medesime procedure, a fronte della corresponsione di contributi determinati secondo i criteri che potrebbero essere mutuati per analogia con i contributi già in uso per altre numerazioni che presentano disponibilità similari.
Tenendo conto che per tale utilizzo tipicamente è adottata una lunghezza di cinque cifre, l'assegnazione potrebbe avvenire a singolo numero.
Analogamente alle altre numerazione per servizi a soprapprezzo, si propone di porre anche per queste un limite massimo alla spesa. In particolare, si propone un limite di 2 euro per ciascun servizio fruito attraverso la ricezione "una tantum" di uno o più SMS e di 20 euro mensili per servizi fruiti in abbonamento. Un limite particolare, a 0,25 euro, verrebbe posto invece per la numerazione (per la quale si propone il codice 44) dedicata a servizi di chiamate di massa, in linea con i tetti di prezzo previsti per altre numerazioni dedicate al medesimo servizio.
Si richiama infine l'attenzione sulla circostanza che le modifiche sopra proposte incidono significativamente sull'attuale assetto regolamentare dell'uso della decade, pertanto, si ritiene opportuno prevedere un periodo transitorio di durata congrua, per consentire la messa in atto (anche da parte delle Istituzioni) di tutte le iniziative necessarie per l'adeguamento alle nuove disposizioni e permettere, altresì, una efficace informazione dell'utenza.
Si stima che tale periodo possa essere valutato in almeno sei mesi dall'approvazione del nuovo piano, durante il quale potrebbe essere consentita la prosecuzione delle numerazioni in decade 4 con le modalità attuali nel rispetto delle norme vigenti.
Si fa notare, infine, che nel nuovo Piano si propone di riservare il codice 456 al servizio di trasparenza tariffaria in generale, specificando, nel contempo, gli obblighi al riguardo scaturiti in capo agli operatori di rete mobile e di rete fissa, nell'ambito delle norme che regolano la portabilità delle numerazioni.

Riassumendo:
Nella delibera l'AGCOM evidenzia che i servizi offerti attraverso le numerazioni 4XXXX sono principalmente servizi a sovrapprezzo e non servizi interni di rete come previsto dalla normativa vigente.
La proposta dell'AGCOM è quella di mantenere tali numerazioni brevi, che rispetto a quelle regolamentate (a 9 cifre), sono ricordabili più facilmente dai consumatori.
L'AGCOM propone pertanto una modifica alla normativa, tale per cui le numerazioni che iniziano per 43XXX, 44XXX, 46XXX, 47XXX, 48XXX, 49XXX verrebbero dedicate ufficialmente ai servizi a sovrapprezzo e diventerebbero PUBBLICHE, come tali interoperabili ed assegnabili dal Ministero delle comunicazioni al pari di tutte le altre numerazioni a chiunque ne faccia richiesta, e non più in base ad un'arbitraria decisione degli operatori.
Interoperabili significa che, chiunque volesse offrire un servizio a sovrapprezzo o servizio premium, può attivare la numerazione con uno qualsiasi degli operatori, che sarebbero tutti in concorrenza tra loro. Tale numero dovrà funzionare su qualsiasi rete di qualsiasi operatore, ovvero nel caso di un numero SMS Premium dovrà ricevere/inviare SMS ed effettuare il billing. L'interoperabilità sui servizi premium non è nulla di nuovo, in quanto viene effettuata per i servizi 166/899.
L'interoperabilità garantisce la conocorrenza tra gli operatori, si suppone quindi che le retrocessioni(1) riconosciute ai Content Service Provider dagli operatori diventino simili a quelle dei servizi 166/899, ovvero mai inferiori al 75%.
L'AGCOM inoltre sottolinea come il costo di attivazione delle numerazioni brevi per i servizi a sovrapprezzo sarà analogo a quello di altre numerazioni che presentano disponibilità similari.
Questa modifica al piano di numerazione interromperebbe finalmente l'assegnazione arbitraria di queste numerazioni effettuata finora dagli operatori.
Finalmente ogni azienda potrà vendere servizi a sovrapprezzo al prezzo che ritiene più concorrenziale, nei limiti di prezzo fissati dall'autorità.
Interessante il limite di prezzo dei servizi PULL, limite che favorisce lo sviluppo del mercato così come è già avvenuto in altri paesi dove l'utilizzo procapite di tali servizi è molto più alto che in Italia. Ciò significa che le suonerie, i wallpapers, i giochi o qualsiasi altro contenuto non potrà avere un prezzo superiore a quanto fissato dall'autorità.
Nella parte finale della delibera, l'AGCOM prevede un periodo transitorio di almeno sei mesi per consentire alle aziende e alle Istituzioni di adeguarsi alle nuove disposizioni, ma sottolinea che in questo periodo potrebbe essere consentita la prosecuzione delle numerazioni in decade 4 nel rispetto delle norme vigenti.
Considerato che:
1. la normativa vigente prevede l'utilizzo delle numerazioni 4XXXX solo per servizi interni di rete erogati dall'operatore stesso
2. gli operatori di telefonia, come evidenziato dalla stessa AGCOM nella delibera, "utilizzano tale numerazione per offrire un'ampia varietà di servizi che certamente non possono essere classificati tutti come "interni di rete", ma che sono palesemente ascrivibili alla categoria dei servizi a sovrapprezzo"
tutti questi servizi dovrebbero essere temporaneamente sospesi fino all'entrata in vigore delle nuove norme. In alternativa, nel caso i servizi esistenti non vengano sospesi, riteniamo che sarebbe una violazione al principio generale della concorrenza sul mercato (nonchè alle norme costituzionali contro la discriminazione di qualunque soggetto davanti alla legge) impedire che altri soggetti possano accedere a tali numerazioni durante il periodo transitorio, alle condizioni attualmente in vigore.
