"Barry Jolette is most deserving of this highest honor awarded by the credit union movement," says National Credit Union Foundation Awards & Recognition Committee Chairman Bob Schumacher, emcee of the 19th Annual Herb Wegner Memorial Awards.
Jolette's Lifetime Achievement Award recognizes his service as an innovative regulator, credit union advocate, national leader, and international ambassador.
Famous for seven-day work weeks, Jolette led the National Credit Union Administration's effort to qualify credit unions for federal deposit insurance. And as NCUA's Western Regional Director, Jolette was first to use call report data to assign regulatory staff to help credit unions work through issues.
But in 19 years at NCUA, he didn't rely solely on data. Described by people he regulated as "a numbers guy with a heart," Jolette relied on instinct, treating people with a keen sense of fairness.
Jolette left NCUA in 1984 to help credit unions directly. For nearly two years he managed one of the first CUs to successfully emerge from NCUA conservatorship.
In 1987, Jolette became CEO of San Mateo Credit Union in Redwood City, California. Since then, SMCU has enjoyed two decades of growth that its founders may have never imagined.
But to Jolette, success is more than growth numbers. "As we've grown, Barry never lets us lose sight of our role in serving the underserved," explains SMCU Chair Donna Vaillancourt. "This year we were recognized as 'National Lending Partner of the Year' by the Ways to Work Program for providing loans for low-income parents to maintain self-sufficiency."
Jolette became such a believer in credit unions, he made a lifelong commitment to action. In the early 1990s, Jolette organized and chaired a group to promote political activities in California Credit Union League chapters. In 1995, he chaired a special task force to fight additional state taxation -- and won.
"Barry went on to become one of the finest chairmen the California League ever had -- and that's very heavy company," asserts retired president Dave Chatfield.
With CUNA's Government Affairs Committee, Jolette helped lead the nationwide campaign to pass the Credit Union Membership Access Act of 1998 -- enabling federal credit unions to offer affordable services to millions more Americans.
While CUNA Chairman from 2001-03, Jolette inspired tens of thousands of CU officials to get involved in regulatory advocacy, elections, "Hike the Hill" and "Project Zip Code."
"Personally and professionally, I have benefited from Barry's lifetime of achievement," affirms CUNA President & CEO Dan Mica.
Jolette now serves as 2nd Vice Chair of the World Council of Credit Unions. "Barry's drive to make healthy credit unions available around the world is commanding," reports WOCCU Chairman Gary Plank, President of the Arizona Credit Union System. "Barry is always in the forefront of any discussion on developing and strengthening credit unions nationally and worldwide."

GoodMoney is the first partnership to place credit union services in a Goodwill store. A collaboration between Prospera Credit Union of Appleton, Wisconsin, and Goodwill Industries of North Central Wisconsin, GoodMoney offers:
•Short-term loans at less than half the rates of for-profit payday lenders;
•Check-cashing with substantially lower fees than for-profit check-cashers;
•Money orders and bill payments;
•International wire transfers serving a sizable Latino population;
•Referrals to Goodwill's Financial Information and Service Center (FISC) in Menasha, Wisconsin.
Prospera Credit Union now offers GoodMoney in all five of its branches. The National Credit Union Foundation supported GoodMoney with a $75,000 grant.
In its first 15 months, GoodMoney made 2,700 loans totaling more than $1 million and saved consumers more than $150,000 in fees. Borrowers who return for a third loan are offered individual credit counseling at FISC. If they participate and still need a payday-type loan, the credit union grants the next loan fee-free.
"GoodMoney is a unique, collaborative and competitive approach to fulfilling the short-term loan needs of people in our community," explains Prospera Credit Union CEO Kenneth Eiden, Jr. "GoodMoney has captured the attention of the local marketplace, state and national consumer researchers, consumer advocacy groups, legislators, and Goodwill Industries nationwide. Eiden received so many requests from credit unions to learn about GoodMoney, he created a password-protected website for credit unions considering similar partnerships in their communities: www.goodmoneystore.com. The website includes planning session documents, legal documents, and examples of how to promote the program.
"Credit unions nationwide have the opportunity to take the GoodMoney model and customize it to their local needs," Eiden observes.
"Prospera has emerged as one of the leaders of more than 40 Wisconsin credit unions that are pioneering an initiative called REAL Solutions," notes Wisconsin Credit Union League President Brett Thompson. "Prospera's work in developing this program has encouraged more Wisconsin credit unions to participate in REAL Solutions by showing what can be accomplished by fully using resources within credit unions and the community to solve lingering social problems."
Piloted by the Filene Research Institute and three leagues, REAL Solutions helps credit unions offer less costly alternatives to predatory financial services, meet the needs of low-wealth people, and transition them to saving and wealth-building.
In January 2007, the National Credit Union Foundation took on REAL Solutions as its signature program. NCUF's three-year goal is to provide a wide array of REAL Solutions business models to more than 2,000 credit unions in 33 states.
Eiden believes reaching the next generation of low-wealth members represents the evolution of credit unions. "GoodMoney is just one example of how we challenge ourselves to continually evolve the role of credit unions in an ever-changing financial services industry. We take our status as a not-for-profit, member-owned credit union and responsible member of the community to heart. We attempt to live our mission in innovative ways every day."

On six continents, Credit Union Development Educator (CUDE) Carol Schillios has worked with some of the world's neediest people -- and equally well with their nations' presidents, dignitaries, and villagers -- by forming cooperative partnerships worldwide that provide access to affordable credit, education, and self-sufficiency.
Through her Fabric of Life Foundation, Schillios' current projects are changing lives in Mali, Senegal, Vietnam, and Zimbabwe. Her
hands-on work focuses on improving quality of life for women and their families. For example, in Mali, Schillios developed a cooperative
training center to teach former beggars how to generate income, stay healthy, plan families, and prevent AIDS.
Before this training, their livelihood depended on begging in the streets for money. In 18 months, Schillios was able to teach dozens
of young women how to own and manage successful cooperative businesses to support themselves and their families.
Schillios' results -- economic freedom and independence -- mirror the National Credit Union Foundation's mission: to promote and improve consumers' financial independence through credit unions.
"True to the spirit of the Herb Wegner Award, Carol brings pride in the worldwide credit union concept to everyone involved," relates nominator John Annaloro, president of the Washington Credit Union League. "Her partners in teaching micro-finance and selfhelp include some of the world's biggest economic development agencies: Freedom from Hunger, The World Bank, World Education, and the World Council of Credit Unions."
But unlike most foundations operating on a global scale, the Fabric of Life Foundation is essentially a solo project. Schillios founded her foundation to channel donations through legally tax-exempt structures. Donors can contribute funds, volunteer time, and open savings accounts in her projects' start-up credit unions.
In the U.S., Schillios has trained more than 300 credit unions in 41 states to change their thinking and behavior. Through her Schillios Consulting Group, her courses range from "Credit Union Values and Service Philosophy," to "Selling the Credit Union Way."
Schillios doesn't just teach; she creates an experience. She literally and figuratively takes credit union people on trips to third world countries.
"During her three decades in credit union work, Carol Schillios has achieved what many of us have only dreamed about," observes Bruce Rouillard, past president of the Washington Credit Union League. "She has passionately brought insights to us regarding the plights of others less fortunate; she has brought eloquence to the podium, and brought leadership to the floor."

During his distinguished 40-year credit union career, Dennis Cutter has personified the spirit of volunteerism on all levels of the credit union system -- local, state, national, and international.
During the late 1960s, Cutter began honing skills that have contributed to the success of his credit union today: managing costs, serving members, and developing a safe and sound organization.
In 1971, Cutter became General Manager of Spokane Railway Credit Union (now Numerica Credit Union) in Spokane, Washington. When he was hired, the credit union had just one office; $2 million in assets; 3,000 members; and six employees. After 35 years under Cutter's leadership, the credit union has 14 offices in Washington and Idaho; over $560 million in assets; 63,000 members; and 230 employees. Cutter credits much of this success to his board and staff, who continue to be very progressive in providing superior service to members.
But Cutter's impact has been felt much further. He has spent many nights and weekends away from home doing the work that he loves: volunteering to help credit unions. He has served on the boards of the Washington Credit Union League, Credit Union National Association, National Credit Union Foundation, and World Council of Credit Unions (WOCCU).
With WOCCU, Cutter visited 20 countries on six continents. Around the world, he saw first-hand how people's lives are changed through access to affordable financial services. And he found on every continent, credit unions face similar challenges: seeking better ways to add new members, market to existing members, and deal with legislation and regulation (or the lack thereof).
In his travels, Cutter exports his philosophy that everyone should have access to credit union services. His enthusiasm for economic democracy, domestically and internationally, is contagious. He has proven that financial self-sufficiency can lead to global advancement; that putting people before profit can work anywhere. He has set the standards that define successful credit union development for everyone in the movement.
Wherever Cutter goes, his friends say he has an uncanny ability to bring people together in collaborative efforts that result in outstanding accomplishments and rewarding experiences.
While Chairman of what is now the National Credit Union Foundation, Cutter helped launch four programs that are still bringing people together today:
• The People-to-People International Credit Union Society partners U.S. credit unions and leagues with national associations in developing countries.
• The annual international embassy reception in Washington attracts a worldwide audience to share cultures and discuss development issues.
• The Credit Union Development Education program motivates professionals and volunteers to advance credit unions' mission of social responsibility.
• The Herb Wegner Memorial Awards Dinner celebrates achievements deserving the credit union movement's highest honors.
Without a doubt, no one would be celebrating the Wegner Awards today were it not for Dennis Cutter. He has touched the lives of many others in the credit union movement.
But Cutter emphasizes that there are still millions of people worldwide who don't have access to affordable financial services. The Caja Popular Mexicana (CPM) Partnership Project is a shining example of the credit union movement's cooperative philosophy. It's a cross-border collaboration of the California Credit Union League, the Texas Credit Union League, CPM, and the World Council of Credit Unions (WOCCU).
The partnership began in 2001 as CPM -- Mexico's largest credit union -- was struggling with nearly 20% delinquency, annual net losses, and members losing confidence in the safety of their deposits. CPM was a product of Mexico's economic crisis of 1995, which forced 62 credit unions to merge into a 325-branch conglomerate with no common policies. Despite their best efforts, this merger led to administrative gridlock and financial instability. By 2001, CPM was on the brink of failure.
WOCCU received funding through the U.S. Agency for International Development (USAID) to implement the CPM Partnership. Partner credit unions in California and Texas opened their doors to CPM directors, management, and staff. Their goals were to help improve CPM's efficiency, establish financial stability, and provide greater accessibility for people who most needed credit union services. The next four years brought countless cultural exchanges, site visits, infrastructure improvements, and new services.
During this time, CPM:
• Developed consistent internal controls across all 325 branches;
• Expanded its marketing outreach to women, children, and the poor;
• Opened a convenient call center;
• Installed a $10-million software solution;
• Designed an attractive presence on the World Wide Web.
The results are astounding. From December 2001 to June 2005, the credit union:
• Reduced delinquency from 18.7% to 4.5%;
• Built assets from $472 million to $1 billion;
• Achieved positive returns on assets;
• Increased membership by 83%, from 477,396 to 874,293;
• Grew youth savings accounts by 2005%, from 2,336 to 183,795.
In 24 of Mexico's 32 states, CPM now offers a trusted place where even the poorest members have a safe place to save.
Just as compelling as the financial results are the human benefits that stretch across borders. The partnership helped bring U.S. Congressional staffers to Mexico to meet members whose lives were touched by the credit union. The Congressional staffers reported that "We don't see banks having these types of relationships." The U.S. officials left Mexico convinced that legislation to expand credit unions' services would be sound public policy.
Another benefit of the partnership for U.S. credit unions is a better understanding of how to serve Hispanics. Credit unions in California and Texas have learned more about the Hispanic market and are now better equipped to embrace Hispanics as new members.
This success story is living proof that international partnerships help people on both sides of the border. The CPM Partnership has spread the credit union values of cooperation and volunteerism between credit union leaders in the U.S. and Mexico. Als ich 2001 bei einer Blutspendenaktion anlässlich Udo Basimir im Münchner Olympiastadion gefragt worden bin, für Kinderparkinson Klavierkonzerte auszurichten, habe ich nicht gefragt, wie viele Kinder denn überhaupt krank seien.
Ich sagte, es gibt für mich keine Grenze, außer ein Mensch setzt diese!

About Joy Cousminer:
Joy Cousminer is described by her friends as a "vicious advocate for the underserved."
In 1970, Cousminer was a teacher, working for the New York City Board of Education Adult Education Program. While helping single Welfare mothers obtain Graduate Equivalency Degrees, she quickly noticed a common theme among her students: a lack of access to credit and a need to build savings. With the help of a former Catholic priest, she worked to charter what is now Bethex Federal Credit Union to serve the low-income people of the Bronx.
Thirty-five years and 13 mergers later, the credit union's low-income membership base has expanded throughout New York City. In underserved communities, the absence of banks complicates residents' ability to dig out of poverty. It denies them access to credit, and prevents them from saving. To help these underserved consumers, Cousminer uses her power of persuasion to get others to aid in her endeavors to provide affordable financial services.
In 1995, Cousminer forged a ground-breaking partnership with check-cashing operations offering more than 100 outlets open 24/7. The check-cashers agreed to allow Bethex members to cash checks for just $1.50 if members deposit 20% of the cashed amount into the credit union through a free on-site terminal. Even more important than the convenience, members are encouraged to build savings.
Most recently, Cousminer forged a first-of-its-kind partnership with three firms offering international remittances. These firms had closed their bank accounts and were looking for an alternative. Although they had been extending a lifeline for families and friends of immigrants working in America, without a financial institution to house their accounts, these vital outlets would be forced to shut their doors. Cousminer agreed to house their accounts at the credit union, resulting in lower prices for consumers.
Over the years, Cousminer has received many awards for her community service. In 1996 she received the Annie Vamper Award from the National Federation of Community Development Credit Unions (NFCDCU); in 1997 she was named a Bronx Visionary by the South Bronx Overall Development Corporation; and in 2004 she received the Visionary Award from the Neighborhood Economic Development Advocacy Project. Cousminer has also received certificates of recognition from the Cerebral Palsy Association of New York for providing employment opportunities for the disabled, and from New York City Mayor Michael Bloomberg for Bethex's Volunteer Income Tax Assistance site.
Cousminer has been an active member of the credit union movement. She has served on the board of NFCDCU and Bushwick Cooperative Federal Credit Union. She is a founding member of the New York City Financial Network Action Consortium, a certified intermediary building a network of leading CDCUs and strengthening their capacity. She is also a founding member of a committee dedicated to saving small New York City credit unions by providing back-office support through Credit Union Service Center. And she served as a member of CUNA's Small Credit Union Task Force.
Combining a rare ability not to take herself too seriously, but at the same time do very serious work, Joy Cousminer demonstrates the principles of the credit union movement every day of her life.
