Angel Soto said he doesn't understand why Miami-Dade police officers punched and kicked him after he surrendered following a car chase that ended when he crashed his wife's gold Volvo station wagon in the parking lot of a customs cargo clearance center at Miami International Airport and briefly fled on foot. "I was giving up, spreading my arms out so they see I didn't have no weapon and I told them, 'I give up', and they jumped on me and they started beating me," Soto told Local 10's Rad Berky, adding that he is still sore from the incident. Soto said he didn't stop because he knew he was driving with a suspended license, but he never thought he would get such a beating. "The first officer jumped on me and was holding me, then the other ones came and started punching me in the face," said Soto. "One of them kicked me in the back. That's why my back is hurting there. A couple of them kicked me in the ribs." Soto said they stopped when they realized Sky 10 was in the air. Later that same day, two officers were placed on paid administrative leave after Miami-Dade police Cmdr. Linda O'Brien said they "acted inappropriately." But Florida PBA President John Rivera said at a news conference Thursday that he thought the police department rushed to judgment in suspending the two officers. "These officers, in my estimation, should have a parade," said Rivera. "These officers should be commended and praised." He said the only way to be fair "is through an investigation, not making a decision from an air-conditioned room." Police began chasing Soto thinking he was a suspect in an armed robbery. Sky 10 was in the air as the vehicle could be seen traveling at a high rate of speed and, at times, traveling in the wrong direction. The chase ended when Soto, 36, pulled into the airport parking lot and crashed his vehicle. He then ran from the car, threw his arms into the air and jumped into the monkey grass, where police tackled him. Rivera said that after watching the footage, he saw Soto make a threatening move. "Police officers know all too well that that position is one of threat," said Rivera. "That position is one of a person who has a gun." Soto said he never had a gun and plans to sue the police department. (Less)
