Auf der Grundlage sozioökonomischer Konzepte wird Armut als Zustand gravierender sozialer Benachteiligung[2] mit Folge einer „Mangelversorgung mit materiellen Gütern und Dienstleistungen" verstanden.[3] Die Weltgesundheitsorganisation WHO definiert als „arm", wer weniger als die Hälfte des Medianeinkommens seines Heimatlandes zur Verfügung hat.[4] Während der Ressourcenansatz nur auf monetäre Aspekte eingeht, berücksichtigt der Lebenslagenansatz die tatsächliche Versorgungslage in zentralen Lebensbereichen wie Ernährung, Kleidung, Wohnung, Gesundheit, Bildung, Transport und Kommunikationsmöglichkeiten sowie soziale Sicherheit und Rechtsschutz unabhängig von der allgemeinen Verfügbarkeit.[5] Bei den ökonomischen Armutskonzepten wird zudem zwischen relativer Armut und absoluter Armut sowie objektiver und subjektiver Armut unterschieden.

Wenn man aber erst mal damit anfängt, die zehn Prozent der Bevölkerung mit dem jeweils niedrigsten Einkommen 'die Armen' zu nennen, dann wird es immer Arme geben, weil einige immer diese zehn Prozent sein müssen. Jede Handlungsweise der Regierung aber, die sich dauerhaft als direktes Ziel die Wohlfahrt der Armen vornimmt, muß letztlich zur Zerstörung des Marktes führen und damit zur Zerstörung des Wachstums des Gesamteinkommens, von welchem die Hoffnungen der Armen wirklich abhängen." Für den klassischen Liberalismus ist Armut ein Mangel an Nahrung, Kleidung, Obdach und anderen materiellen Gütern, die für eine Aufrechterhaltung der physischen Existenz des Menschen notwendig sind. Die Art und Menge dieser Güter lassen sich mit naturwissenschaftlichen Methoden feststellen und sind daher dem politischen Streit entzogen, der immer zu willkürlichen Entscheidungen führen würde. Der Staat hat die humanitäre Verpflichtung, seinen Bürgern das physiologisch definierte Existenzminimum im Notfall zu sichern.
Die Definition der Armut als einer absoluten Größe widerspricht den Interessen der politischen Klasse, die möglichst viele Arme benötigt, um ihre riesige Sozialbürokratie zu beschäftigen. Aus diesem Grund bevorzugen die Politiker einen Armutsbegriff, der nach Belieben manipuliert werden kann und deshalb so viele "Arme" liefert, wie man politisch gerade braucht. Die Armut ist nach offizieller Auffassung relativ zu einer Bezugsgröße zu definieren, die willkürlich festgelegt wird.
Als arm gilt danach, wer im Vergleich zu einem "mittleren Einkommen" erheblich "weniger verdient". Diese Begriffe kann man nun, je nach politischer Bedürfnislage, ganz unterschiedlich definieren:
1. Das Durchschnittseinkommen kann entweder als arithmetisches Mittel oder als Median (wodurch extrem hohe oder niedrige Einkommen weniger Gewicht haben) berechnet werden.
2. Als Armutsgrenze gelten entweder 50% (WHO) oder 60% (EU) des Durchschnittseinkommens.
3. Bei der Berechnung von 100.000 Arme weniger.
Der Begriff der relativen Armut führt nicht nur zu irreführenden Ergebnissen, sondern er ist selbst irreführend, denn er sagt nichts über die tatsächliche Armut aus, sondern ist in Wahrheit ein Indikator für die ökonomische Ungleichheit in der Gesellschaft. Es ist unredlich, die Begriffe Armut und Ungleichheit miteinander zu vermengen. Wenn sich unsere Einkommen verdoppeln oder verdreifachen sollten, sind dann diejenigen, die 60% des erhöhten Durchschnittseinkommens verdienen, immer noch als arm zu bezeichnen?

The changes between this time and last are that I added a small blower (the thing hanging above the motor) to give the burner a bit of air, connected the pressure switch, and adjusted the fuel pressure.
It still smokes a LOT, but I'm pretty sure that's because there still isn't enough air being fed into the burner. The little blower is a far cry from the 16" blade that's supposed to be on it. Now I just have to wait until the new fan blade arrives. (Less) Channel: youtube
